　　2004年，中国社会科学院组织实施了“全球化与中国”研究项目。农村发展研究所承担了“全球化与中国农村发展”子项目。作为这一子项目工作计划的一部分,并为了更好地开展后续研究，2006年2月15～17日，中国社会科学院农村发展研究所与河南省财政厅联合召开了“全球化与中国农村发展及新农村建设国际研讨会”。会后，主办方从参会人员提交的论文中选取了一部分，汇编成《全球化与新农村建设》，共约50万字，即将由社会科学文献出版社出版。作为“全球化与中国”研究项目的负责人，我很乐意为该书写序。
　　进入新的世纪，中国加入了世贸组织，同时也加快了卷入全球化的进程，对于这样一个变化，全世界都没有经验，中国自己也没有。到底中国卷入全球化的趋势意味着什么？特别是对于中国的农业、农村有什么样的影响？对不同地区、不同类型农民的就业和生计有哪些影响？如何调整公共政策和社会治理结构，使得世界各国及其内部的社会弱势群体能够分享全球化的好处？等等，都是亟待理论界研究的重要课题。目前，这方面的研究还相对薄弱，学术界探讨全球化的文章不是太多，研究的广度和深度也还不够。随着中国卷入全球化越来越深，遇到的各种各样的情况和问题将会越来越多。我想，关于全球化与农村发展以及新农村建设的研究，也必然会提到议事日程上来。从这个意义上说，本次研讨会非常及时。
　　本次研讨会以“全球化与中国农村发展新范式”为主题，主要就以下问题展开了深入的研讨：①经济全球化对中国农村不同利益群体的利弊、得失分析；②全球化对中国农村地区差别的现状的影响；处于弱势的农村地区、农村人口融入全球化进程的途径和方法及其特殊发展需求；③全球化条件下中国农村新发展范式的意涵；围绕新发展范式的提出，中国农村已有的做法和总结；④发达国家和其他发展中国家在全球化条件下调整本国农村发展的思路、政策措施、经验及其对中国的借鉴意义；⑤中国农村发展新范式对全球化进程的影响和程度。
　　会议参加人主要是国内涉及全球化与农村发展的农村经济学、财政学、金融学、社会学、政治学等相关研究领域的知名专家学者。同时会议有针对性地邀请了英国、波兰、印度、加拿大等国在这方面颇有造诣的专家学者参会研讨。会议正式代表总共60余人，研讨极其深入，富有成果。从提交会议的论文看，我觉得有几个特点：①从多学科、多角度来探讨全球化与农村发展的关系，论文的内容范围广，综合性极强；②参加会议的都是相关领域的顶尖学者，提交的论文是他们研究成果的结晶，论文质量高、有深度；③一些论文将全球化与农村发展和我国正在开展的新农村建设结合起来，有时代感，并对农村发展的现实有重要参考价值。
　　本次会议是由科研机构和政府财政部门合作召开的。这种合作既有利于研究单位向地方的同志学习，也有利于地方的同志了解目前国内外研究工作的状况。同时也反映了我国自上到下、各行各业对农业、农村和农民问题的高度重视，以及对建设社会主义新农村的高度重视。
