　　2006年，我国加入WTO的五年过渡期结束，进入后过渡期。从发展的大环境上说，这意味着我国的改革开放将迈入一个更加深入的新阶段。
　　如果说在入世五年的过渡期内，是入世承诺作为一种外部压力牵制着我们与国际市场接轨的话，进入后过渡期，我们已经有了依据市场化进程进一步改革开放的内在要求。这种内在要求的最重要体现就是：充分意识到，我们不能以“制造大国”在世界经济中立身，而必须在科学发展观统领下，调整经济结构、转变增长方式、大力节能降耗，向“制造强国”努力，与此同时，要更加关注民生，深化改革开放，抓紧解决经济运行中的突出矛盾和问题，促进经济又好又快协调发展。
　　从资源依赖和对国外的技术依赖走向以自主创新驱动模式的思路转变，作为一种主导长远发展的国家战略，以高屋建瓴之势引领着我国“和平发展”的步伐。2006年是实施这一战略的第一年。全国以“高增长、高效益、高就业、低通胀”的“三高一低”态势，不仅拉开了“十一五”的序幕，也迈开了艰难转型的第一步。
　　《2006～2007年中国区域经济发展报告》的关注点是各区域转型的态势和未来预期的走向。如果用一句话来高度概括区域经济发展的特点，可以说，在高位增长中促进不同区域的协调发展以及大力度地进行经济转型，是区域经济的亮点。目前，这种协调与转型出现以下特点。
　　第一，我国区域经济发展不平衡的特征十分突出。但在我国转变经济增长方式的过程中，区域经济正在转型与互动中促进协调，在各区域主体功能逐渐明确、到位的基础上，大幅度提高整体发展水平。
　　上世纪80年代,为了适应改革开放的需要,我国实行了重视沿海地区发展的非均衡发展战略,沿海地区得以率先发展。进入90年代以后,沿海地区与内陆地区之间发展差距扩大的问题日益受到各方面的广泛关注。中央从区域经济发展的整体战略出发，协调发展的政策正在一步步完善。其推进思路是：东部地区在“率先发展”基础上，继续发挥经济特区、上海浦东新区的作用，推进天津滨海新区开发开放；持续推进西部大开发；振兴东北地区等老工业基地；促进中部地区崛起。预计“十一五”期间区域经济的协调发展将加大力度、加快步伐。
　　从理论与实践两个方面解读以上思路，可以说，区域经济的协调发展并非指区域发展的无差异化，而是指在区域主体功能明确的基础上，寻求东中西各区域的功能互补与互动，跨上整体发展的新水平。应该说，各区域的主体功能对于整体的发展来说都有不可替代的地位和作用。从推动局部区域的超常发展，到注重总体协调，这本身就是一个重大的战略调整。站在这一角度理解新时期区域发展总体战略，观察2006年以协调发展为基调的各区域发展呈现出的不同走向与特色，我们认为，以科学发展观为支撑的区域协调发展格局，无论是在理论上还是在实践中都逐步清晰。
　　第二，增长方式的转型是区域经济发展的主旋律。在本蓝皮书中，我们重点分析了以下几方面的趋势。
　　1.几大区域板块经济转型的特点与走势；
　　2.区域产业集群与城市群的形成及在经济转型中的作用；
　　3.区域转型中的节能减排；
　　4.区域转型与新农村建设。
　　虽然2006年区域经济的高增长令人瞩目，其他目标也都完成得不错，但是必须提出的是，节能降耗指标下降4%的目标除六个省市达标外，其他省市均未完成。节能、减排两大指标均亮红灯！从2006年地区能耗情况看，各区域单位GDP能耗、电耗以及万元工业增加值能耗，整体呈现出从东向西逐步递增且逐渐拉大的态势。尽管中央政府出台了严格的限制政策，但是，伴随着我国经济多年的高速增长，一些地区，特别是欠发达地区依然出现了资源、能源消耗强度攀升和污染严重现象，节能降耗、环境治理形势严峻。在这种背景下，探索东部个别省市亮出绿灯的深层机制，可以看到，只有通过进一步制度创新，加大产业结构调整力度，促使企业向创新、转型着力，才能真正将这种政府限制的压力变成企业成长的内在动力，同时实现政府主导的经济增长方式的根本转变。
　　在经济全球化迅速、深刻改变着世界经济发展基调的背景下，区域经济成为在世界市场竞争中博弈的主角，同时又是我国经济发展的风向标。在国家发展战略已确定的情况下，虽然我国四大区域板块的主体功能、发展梯度、速度以及其他情况存在很大差异，但是在落实国家发展战略，大力度进行增长方式转型进程中，各区域从政府到企业都在寻找一条高效、可行的从资源依赖以及对国外技术的依赖向自主创新型转变的路径。我们极为概括地点评了不同区域共同呈现出的几个重要趋势。其中有的问题，比如减排与污染治理，虽然困难重重，但是，作为一种具有导向力的趋势，不管需要付出多少努力，都将成为我国经济未来发展的重要走向。
