| 前 言 新医改政策还未出台，许多关心医药卫生体制改革的专家、学者在同全国人民一起翘首企盼新医改政策出台的同时也在不断研究、探讨与此相关的问题，以期为医改竭尽绵薄之力。
国务院总理温家宝在2008年4月先后两次主持召开的深化医药卫生体制改革工作座谈会上强调，深化医药卫生体制改革既是一项长期任务，也是一项紧迫工作。我们必须充分认识这项改革的重要性、艰巨性和复杂性，认真总结以往的改革经验，加快推进和深化这项改革。
自2006年6月国务院常务会议决定成立以发改委和卫生部牵头、16个部委参加的深化医药卫生体制改革部际协调小组，研究提出深化医药卫生体制改革的总体思路和改革措施起，经过一年努力，形成了《关于深化医药卫生体制改革的意见（征求意见稿）》（以下简称《意见》）。
现在正在广泛征求各方面的意见，受到各有关方面人士的关注。普遍认为经过广泛深入的调查研究、集思广益，反复修改，《意见》目标明确，思路清晰，系统全面，重点突出，充分考虑了基本国情，符合党的十七大精神和科学发展观要求，符合医药卫生事业的发展规律。大家在讨论中提出了许多宝贵的意见和建议。温家宝总理表示适当时候还要公开征求全国人民的意见。
因为医药卫生体制改革涉及每一个人、每一个家庭，所以人人关心，家家关心。它是一项关系国计民生的重大改革，因而党中央、国务院乃至全国人民都颇为关注，各有关方面正在努力，确保《意见》方向正确、切实可行，真正做到让老百姓得到实惠，让医务人员受到鼓舞，让监管人员易于掌握。
深化医药卫生体制改革是一项社会系统工程，涉及面广、难度大，是世界性难题，是一个长期的渐进过程。我国人口众多，底子薄，城乡区域间差距大，这些基本国情决定了深化医药卫生体制改革需要长期坚持不懈的探索和努力。
医药卫生事业是造福人民的事业，关系广大人民群众的切身利益，关系经济社会协调发展，党和政府历来高度重视，医药卫生界的专家、学者也十分关注。医疗卫生绿皮书课题组在编纂2008年《中国医疗卫生发展报告》时重点讨论医改，《改革篇》内容较多；同时也在《发展篇》探讨医疗卫生事业发展的轨迹；在《经验篇》则重点介绍北京市卫生局、财政局开展以政府为主导的区域财务监管信息化工作的经验和南京市鼓楼医院构建医院财务管理新模式以及我国民营医院的回顾和展望、凤凰医院集团转型发展的启示。
本书以专家的视角和专家的观点来探讨医疗卫生事业的发展，医改自然是年年讨论的永恒主题。在本书编纂中对于同医改相关的公平与效率、供给与需求、医疗与药品、国有与多元、城市与基层等诸多关系都有涉猎，我们也希望对本丛书有兴趣的专家和学者广泛参加讨论以便共同努力把这套书编好。但限于编者和作者水平，不足之处在所难免。我们既有勇气编纂这本书，就有勇气克服弱点，纠正偏颇，力求年年有所进步。 2008年5月
