　　中国环境绿皮书《中国环境的危机与转机（2008）》是由中国民间环境保护组织“自然之友”编撰的中国环境年度报告，由自然之友会长、著名学者杨东平任主编，一批优秀的学者、NGO骨干和媒体记者通力协作而成。
　　2007年，中国的环境保护事业呈现危机与转机并存的格局，充满转型和博弈的张力。
　　以太湖蓝藻事件为典型，显示江河湖泊污染已经到了一个危险的临界点，颠覆了靠牺牲环境追求GDP增长的发展模式。中国是全球气候变暖特征最显著的国家之一。2007年出现的灾害性天气和极端天气，加剧了人们对地球气候变化的忧虑和关注。对长江的过度开发和长江的生态恶化引起社会重视，也引起人们对三峡工程产生新的担忧和质疑。绿色GDP评价和规划环评条例立法遇阻等事态，不仅显示了传统发展模式的强大惯性，也再次暴露出“特殊利益集团”正在成为环境持续恶化的主因之一。
　　2007年我国环境保护最大的亮点，是“节能减排”初见成效，污染物排放首次下降。“流域限批”、“区域限批”行动“敲打”了地方政府和企业这两个强势利益集团，环保“博弈”走向白热化的“对决”。“绿色信贷”则通过机制创新，遏制高耗能高污染产业的盲目扩张。作为备战奥运的“决胜之年”，“绿色奥运”实现了既定的阶段性目标，体育场馆成功“瘦身”，北京成为全国地铁票价最便宜的城市。厦门市和北京六里屯的市民通过理性的民意表达迫使严重污染环境项目下马，显示了正在崛起的公众参与的力量。中国公民社会应对全球气候变化的研究报告，环保NGO加强能力建设，开展节能20%公民行动、绿色出行、减少塑料袋行动等活跃的公众倡导活动，显示了公众参与向纵深的发展。即将正式施行的《环境信息公开办法》，将进一步促进公众参与环境保护。中共“十七大”提出建设“生态文明”的目标，深化和丰富了科学发展观的内涵，强烈宣示了中国走可持续发展道路的决心，成为中国13亿人的绿色长征的历程上一个重要的里程碑。
　　虽然环境保护转机的曙光隐约可见，但由于传统经济增长方式的巨大惯性，生态变化的不可逆性，一些地方污染物排放的总量早已超过了环境容量，以及地球变暖等新的全球性因素的不利影响等，中国生态恢复和环境保护的前景不容乐观。OECD的报告称：“中国的经济在向发达国家迅速靠拢，但环境水平却与世界上最贫穷的国家近似。”人们认识到 “解决中国严峻环境问题的最终动力来自于公众”。中国建设生态文明的道路，注定是曲折崎岖、艰难漫长的。
　　环境绿皮书重视从民间的视角记录、审视和思考中国环境状况，主要以数据和事实说话，强调实证性、真实性，从而建立权威性。上年的环境绿皮书《2006年：中国环境的转型与博弈》一书，已由荷兰Brill公司出版英文版。
