　　2006年，是“十一五”规划的开局之年。一年来，在省委、省政府的正确领导下，全省上下认真学习贯彻党的十六届五中、六中全会和省八次党代会精神，自觉落实科学发展观，紧紧抓住国家促进中部地区崛起和建设社会主义新农村、构建社会主义和谐社会的战略机遇，积极贯彻国家宏观调控政策，大力推进中原崛起进程，全省经济社会发展保持了既快又好的态势，一个发展中的河南、前进中的河南、正在崛起中的河南越来越引起国内外的瞩目。
　　2006年10月闭幕的党的十六届六中全会作出了《关于构建社会主义和谐社会若干重大问题的决定》，明确提出了构建社会主义和谐社会的指导思想、目标任务、工作原则和重大部署，是指导我们构建社会主义和谐社会的纲领性文件。这是以胡锦涛同志为总书记的党中央，从中国特色社会主义事业总体布局和全面建设小康社会全局出发提出的又一重大战略任务，标志着我们党对共产党执政规律、社会主义建设规律、人类社会发展规律的认识达到了新的高度，表明我们党的理论创新工作取得新的重大成果，在马克思主义中国化的进程中迈出了新的步伐。
　　紧接着召开的中国共产党河南省第八次代表大会以邓小平理论和“三个代表”重要思想为指导，按照贯彻落实科学发展观和构建社会主义和谐社会的要求，遵照胡锦涛总书记和温家宝总理对河南工作的重要指示精神，全面系统、实事求是地回顾和总结了省第七次党代会以来的工作，研究确定了今后五年全省工作的总体要求、奋斗目标、主要任务和重大举措，明确提出了在科学发展观指引下加快中原崛起、加快“两大跨越”、推进“两大建设”的历史任务。这次大会是一次解放思想、求真务实、开拓创新的大会，是一次统一思想、凝聚力量、团结奋进的大会，是一次鼓舞斗志、振奋精神、抓住机遇、加快中原崛起的大会，必将对我省经济建设、政治建设、文化建设、社会建设和党的建设产生重要而深远的影响！
　　和谐中原是社会主义和谐社会在河南的具体体现。建设和谐中原，是我省贯彻落实党的十六届六中全会精神的重大举措，是全省上下一项紧迫和长期的战略任务。建设和谐中原，必须以邓小平理论和“三个代表”重要思想为指导，牢固树立和落实以人为本的科学发展观，密切联系河南实际，切实维护好人民群众的根本利益，着力推进制度创新；在工作方法上，坚持从影响社会和谐的突出问题和群众反映强烈的问题抓起，从基层和基础抓起，从办得到的事情抓起，按照“民主法治、公平正义、诚信友爱、充满活力、安定有序、人与自然和谐相处”的要求，扎扎实实地把和谐中原建设引向深入。
　　河南省委、省政府高度重视和谐社会建设，努力解决河南社会发展中的突出问题，社会和谐发展取得了明显绩效，获得了宝贵经验。河南社会发展在整体上是和谐的，成绩是突出的。但是经济社会发展中一些影响社会和谐的矛盾和问题也逐渐显现出来，有些矛盾和问题还比较突出。面对复杂的形势和紧迫的任务，我们一定要深入学习贯彻党的十六届六中全会和省八次党代会精神，把思想和行动统一到党代会精神上来，把力量凝聚到落实党代会提出的各项任务上来，坚持以科学发展观统领中原崛起，紧紧围绕发展这一第一要务和促进人的全面发展，按照经济、政治、文化、社会建设“四位一体”的总体布局，实现跨越式发展，实现更大规模、更高水平发展，在促进中部地区崛起中发挥更大作用，走在中部地区前列。
　　近年来，省社科院积极调整科研主攻方向，围绕中心，服务大局，努力使社会科学研究进一步贴近实际、贴近生活、贴近群众，为推进河南省经济社会协调发展提供了许多理论支持，取得了显著成绩。《河南社会蓝皮书》也不断总结经验，逐渐显现出自己的特色。我衷心希望《河南社会蓝皮书》的组织单位和广大作者，进一步解放思想，深入实际、深入基层，着力研究河南经济社会发展中的重大现实问题，不断提高研究工作的科学性、前瞻性和可操作性，更好地为省委、省政府决策服务，为圆满完成省八次党代会提出的各项任务，构建和谐中原，加快中原崛起进程作出新的、更大的贡献。
