　　本书共123篇文稿，共分为六编，其中的文章按照主题和时间顺序安排。

　　第一编是民本经济与富民道路。收录了我对以民为本、民本经济和中国特色社会主义的理论思考。“民本经济”是本书的一个主要内容。2001年我参加了深圳市的高级顾问会议，在会上，我首次提出了“以民为本”和“民本经济”的概念。我在浙江多次深入调研后，发现浙江经济的成功，一个主要原因，就是浙江经济是“以民为本’’的经济，经济的发展依靠老百姓，也是为了老百姓，同时政府为老百姓致富创造了良好的环境。这样，就自然而然地提出了“民本经济”的概念，民本经济的理论也在以后的研究中逐步深入和充实。以民为本是相对以官为本而言的，官本位意识从封建社会开始，在中国流传已久，新中国成立后，在计划经济体制下继续存在，而且还有所发展。现在中国进入了改革转型时期，虽然初步建立了社会主义市场经济体制，但官本位意识仍然在许多地方存在，成为改革的阻力和社会进步的绊脚石。改革需要制度创新，而且还要改变人们的思想观念和习惯。从“官本位”转向“民本位”，是一个巨大的历史性转变，是社会进步的重大表现。官本位在我国存在了几千年，不会很快消亡，而且越是在经济落后或者改革滞后的地方，官本位意识就越浓厚。可以想像，真正把以民为本落到实处，实现官本位到民本位的转变，切实发展民本经济，还需要时间。但民本经济这条道路的选择是正确的。

　　第二编是政府改革与制度创新。中国的改革已经取得了很大的成绩，但是远远没有结束，改革与创新仍然是当前和今后经济社会发展的主要动力。当前，我国的改革正处在关键时期和攻坚阶段，为了应对这个关键时期，政府职能转变必然成为下一步改革的中心环节或者说是改革的重点。这一部分的文章集中反映了我关于政府治理改革的观点。

　　第三编是企业理论与市场体系。非公有制经济对我国经济和社会发展的贡献越来越大，发展民本经济的主要力量也是非公有制企业。多年来，我一直关注非公有制经济的发展，尤其是中小企业的发展，该部分内容反映了我对中小企业发展战略的认识。另外，资本市场、国有企业改革、企业治理结构相关的文章也收录在这一部分。

　　第四编是改革新突破与经济结构调整。社会主义市场经济体系已经初步建立，但还不完善，我们今后的一个重要任务是完善社会主义市场经济体制。此外，中国的渐进式改革已经进入攻坚阶段，经济结构问题、“三农”问题、金融体制改革以及收入分配问题等都摆到重要的议事日程上来。改革道路的每一步都意味着利益格局的调整，阻力可想而知。这一部分论述了如何完善市场经济体制，如何在困难的情况下推进改革，实现改革的新突破。对“三农”问题的论述也在这一部分。

　　第五编包括对外开放与区域经济的内容。中国加入世贸组织，这对我们既带来了机遇，也带来了挑战。这部分收录了我对人世的看法和人世对中国方方面面的影响的文章。此外，这一部分还收录了一些区域经济相关的文章。

　　第六编是访谈录，收录了几次主要的访谈。作为全书的最后一编，《我提“民本经济”是相对“官本经济”的》这篇访谈录，比较全面地概括了我从事改革事业以来的主要观点和认识过程。

　　此次收录的文稿，除了对原稿中的个别文字做了必要的技术处理和校勘工作外，并未作任何其他的改动。文章一旦完成，就有了自己的历史，反映了作者当时的认识水平。随着改革实践的发展，自己认识能力的不断提高，以后再回头来看这些作品，难免会有一些地方显得不全面、不完善和不正确，但恰恰是这样，才能反映自己认识的进步，这正是出版此书的意义所在。
